Fintech in Kazakhstan 2026 is the 3rd annual national study of the country's fintech market, produced by RISE Research together with BCC Hub, Fintech Center and Tarlan Payments and powered by the National Bank of Kazakhstan. Bank-led ecosystems won Kazakhstan's first fintech wave: five banks hold 69% of banking-sector assets and three super-apps dominate everyday financial services, while non-cash payments now account for 88% of consumer payment value. The most extensive financial regulatory reform in 30 years — a new Banking Law, a Digital Code, a Law on Artificial Intelligence, a unified QR code, phone-number transfers and the Digital Tenge — is resetting the market. Digital assets have entered the regulated perimeter with $10.6B in transaction volume in 2025, and AI, proprietary data and Banking-as-a-Service are emerging as the next fintech value pool.
